The "specialized and new" small and medium-sized enterprises are established according to the requirements of the Guiding Opinions on Accelerating the Cultivation and Development of High-quality Enterprises in Manufacturing Industry issued by six departments including the Ministry of Industry and Information Technology (MIIT Lian Zheng Fa (2021) No. 70) and the Implementation Opinions on Promoting the Healthy Development of Small and Medium-sized Enterprises issued by the General Office of the CPC Zhejiang Provincial Committee and the General Office of the People's Government of Zhejiang Province A general term for the four salient features of novelty. As the leader of small and medium-sized enterprises, "specialized and innovative" small and medium-sized enterprises play an important role in strengthening scientific and technological innovation and industrial chain supply chain resilience, strengthening basic research, promoting application research, and accelerating the process of solving the "bottleneck" problem.
